Two sites, two jobs

Chilliwack does not have a regional district transfer station. The City of Chilliwack runs two facilities of its own, and the Fraser Valley Regional District's rural residents in Electoral Areas D, E and H (Popkum, Bridal Falls, the Chilliwack River Valley, Columbia Valley and Cultus Lake) use them too, along with the District of Kent and the Village of Harrison Hot Springs.

Bailey Sanitary Landfill at 5940 Matheson Road, off Bailey Road south of Promontory, is the garbage site. It takes household waste, scrap metal, compostables, drywall under conditions, asbestos under stricter conditions, clean soil and concrete, and it hosts a free major-appliance drop and a recycling depot. The Parr Road Green Depot at 45175 Parr Road, on the west side of town, is the green site: yard waste, clean wood, soil and sod, nothing else.

Bailey Sanitary Landfill

Open Monday to Sunday, 8:00 am to 5:00 pm. Closed on New Year's Day, Family Day, Good Friday, Victoria Day, Canada Day, B.C. Day, Labour Day, the National Day for Truth and Reconciliation, Thanksgiving, Remembrance Day and Christmas Day. Questions go to the City's Environmental Services at 604-793-2907. Payment is cash, debit, Mastercard or Visa; commercial haulers may get priority when it is busy.

Everything is weighed on the way in and out, and you pay by the tonne with a $7.50 minimum per load. Many single loads go out for that minimum; the landfill page has an online cost estimator. Fees are rounded up to the nearest 25 cents.

What Bailey refuses

The Solid Waste Management Bylaw bans a long list of things from the garbage face, and a load caught with them pays the surcharge. The ones that catch residents: tires, small appliances, electronic waste, light bulbs, curbside recyclables, beverage containers, compostable waste tipped as garbage, wet-cell car batteries, waste oil, creosote-treated wood, concrete with rebar in it, tree trunks and stumps over 360 mm in diameter, and any single item over 2 cubic metres. Hazardous waste, liquid waste, animal carcasses and vehicle bodies are banned outright.

Most of the banned household items have a free home elsewhere in town. Tires go back to a retailer under Tire Stewardship BC, up to four at a time, clean and off the rim. Electronics, small appliances, power tools, paint, lights and batteries go to the Chilliwack Bottle Depot on Trethewey Avenue or the Sardis Bottle Depot on Vedder Road.

Mattresses, appliances and drywall at Bailey

Mattresses and box springs are not charged per unit at Bailey. The City's page is explicit that all waste is charged by weight, mattresses and box springs included, so a single mattress typically lands at or near the $7.50 minimum. If you have been told there is a flat mattress surcharge at the landfill, check the current fee schedule.

Fridges, freezers, stoves, washers, dryers, dishwashers, window air conditioners and dehumidifiers are free under the Major Appliance Recycling Roundtable (MARR) program. You do not need to have the refrigerant removed first; MARR says units are serviced by a certified technician to recover the gas before they go to a scrap metal recycler. MARR does not pick up from homes, which is where a hauler comes in.

Drywall is the trap. All drywall must be dropped off by hand, no dump trailers, with a Drywall/Asbestos Waste Declaration and Acknowledgement form. Clean drywall is accepted as non-asbestos gypsum only if at least one piece in the load is date-stamped 1990 or newer. Undated or older drywall needs a hard-copy lab result less than five months old showing no asbestos, or for contractors a hazardous materials assessment by a Qualified Person. Asbestos-containing drywall is accepted only double-bagged in 6 mil (0.15 mm) hazardous waste bags, and homeowners are limited to 20 bags per property per day and 100 per calendar year.

Parr Road Green Depot

Hours change with the season: March 1 to November 30, Monday to Sunday 8:00 am to 5:00 pm; December 1 to February 28, Monday to Saturday 10:00 am to 4:00 pm. It closes on the same statutory holidays as Bailey plus Boxing Day. The depot accepts yard waste, sorted construction wood that is free of paint, stain and treatment (nails and screws are fine), plywood, OSB and particle board, and clean soil and sod. It also takes the stumps and logs over 360 mm that Bailey turns away.

It refuses anything in plastic bags, painted, stained or treated wood, household waste, tires, drywall, plastics and metals. Finished compost and mulch are sold on site.
